CDL Classes and Endorsements
CDL Classes
Iowa issues three classes of commercial driver's licenses:
- Class A CDL: Combination vehicles with GVWR of 26,001+ pounds, towing vehicles over 10,000 pounds
- Class B CDL: Large trucks, buses, and segmented buses with GVWR of 26,001+ pounds
- Class C CDL: Vehicles under 26,001 pounds GVWR carrying 16+ passengers or hazardous materials
Available Endorsements
- H - Hazardous Materials: Required for transporting hazardous materials requiring placards
- N - Tank Vehicles: Required for liquid or gaseous materials in tanks over 119 gallons each
- P - Passenger: Required for vehicles designed to carry 16+ persons including driver
- S - School Bus: Required specifically for yellow school buses (requires P endorsement)
Knowledge Test Requirements
Before obtaining your CDL, you must first get a Commercial Learner's Permit (CLP) by passing required knowledge tests. The specific tests depend on your desired CDL class and endorsements:
Required Tests by CDL Class
- All CDL Classes: General Knowledge test
- Class A CDL: General Knowledge + Combination Vehicles test
- Air Brake Vehicles: Air Brake knowledge exam (to avoid air brake restriction)
Endorsement-Specific Tests
- Hazardous Materials (H): HazMat knowledge exam plus TSA background check
- Tank Vehicles (N): Tanker knowledge exam
- Passenger (P): Passenger knowledge exam
- School Bus (S): School bus knowledge exam (requires P endorsement first)
Test Topics Covered
Knowledge tests cover comprehensive topics including:
- Vehicle inspection procedures
- Basic vehicle control and shifting
- Speed and space management
- Emergency procedures
- Cargo handling and securement
- Federal and Iowa-specific regulations
- Class-specific topics (combination vehicle dynamics, air brake systems, etc.)
Skills Test Requirements
After holding your CLP for at least 14 days and completing required Entry-Level Driver Training (ELDT), you must pass a comprehensive three-part skills test:
Three-Part Skills Test
- Pre-Trip Inspection: Demonstrate thorough knowledge of vehicle safety inspection
- Basic Control Skills: Perform backing maneuvers and vehicle control exercises
- On-Road Driving Test: Drive safely in traffic conditions
The skills test must be taken in a vehicle representative of the CDL class you're seeking. For endorsements like passenger or school bus, additional skills testing may be required.
Medical Certification Requirements
Iowa has transitioned to a digital medical certificate system as of October 23, 2025. All CDL holders must maintain valid medical certification:
Medical Certificate Process
- Self-Certification: Complete self-certification of driving type (non-excepted interstate, etc.)
- DOT Physical: Obtain medical examiner's certificate from FMCSA-registered examiner
- Digital Storage: Iowa DOT maintains certificates electronically
- Renewal Requirement: Update medical certification before expiration to avoid CDL downgrade
The digital system reduces paperwork but federal carrier-level requirements may still apply for certain operations.
Entry-Level Driver Training (ELDT)
Federal ELDT requirements apply to all first-time CDL applicants and certain endorsements in Iowa:
ELDT Required For
- First-time Class A or B CDL
- CDL class upgrades (e.g., Class B to Class A)
- First-time Passenger (P), School Bus (S), or Hazardous Materials (H) endorsements
Training Components
- Theory Training: Classroom or online instruction from FMCSA-registered provider
- Behind-the-Wheel Training: Hands-on driving instruction (for CDL classes)
- Completion Certificate: Required before taking applicable tests
Iowa supports ELDT expansion through state grant programs and partnerships with community colleges throughout the state.
