All CDL applicants must have a valid Missouri operator's (Class D) license before applying for a CDL.

To obtain a Commercial Learner's Permit (CLP) and eventually your CDL, you must pass required knowledge tests based on the class and endorsements you need.
Core Knowledge Tests
- General Knowledge Test: Required for all CDL applicants (covers vehicle control, safe driving, cargo handling, and regulations)

- Night driving and extreme weather conditions
- Hazard perception and emergency maneuvers

Skills Test (Road Test) Requirements
After holding your CLP for at least 14 days, you may schedule the CDL skills test. Missouri uses the updated FMCSA CDL Skills Test Modernization format, effective December 4, 2023.
Skills Test Components
- Vehicle Inspection (Pre-trip): Demonstrate knowledge of checking all safety-related vehicle components
- Basic Control Skills: Backing maneuvers and vehicle control exercises (updated under Skills Test Modernization)
- On-road Driving Test: Operating in traffic, making turns, navigating intersections, and performing lane changes
Testing Providers
Skills tests are conducted by:
- Missouri State Highway Patrol (MSHP): State-administered testing
- Certified Third-Party Testers: Approved driving schools and companies
Important: You must take the skills test in a representative vehicle for your desired class and endorsements. After passing, bring the completed examiner forms to a Missouri license office to finalize your CDL issuance.
Medical Certification Requirements
Missouri enforces federal CDL medical certification rules. Most commercial drivers must obtain a DOT Medical Examiner's Certificate before CLP or CDL issuance.
Who Needs Medical Certification
- Drivers operating in non-excepted interstate commerce
- Drivers operating in non-excepted intrastate commerce
Medical Exam Process
- Exam must be performed by a certified medical examiner listed on the National Registry of Certified Medical Examiners
- You must self-certify your medical status category when applying
- Drivers with physical impairments may need a variance (Skill Performance Evaluation) from MoDOT or FMCSA
Entry-Level Driver Training (ELDT)
Missouri follows federal ELDT requirements. Unless an applicable exemption applies, new CDL applicants must complete an FMCSA-approved ELDT program.
ELDT is Required For:
- First-time Class A CDL
- First-time Class B CDL
- Upgrading from Class B to Class A
- First-time Passenger (P), School Bus (S), or Hazardous Materials (H) endorsements
Training completion is recorded in FMCSA's Training Provider Registry (TPR) and must be verified electronically before skills or HazMat knowledge tests can be scheduled.
