Study materials are available in the official New York State Commercial Driver's License Manual at the NY DMV website.

Skills Test (Road Test) Requirements

After holding your Commercial Learner's Permit (CLP) for at least 14 days, you can schedule the CDL skills test. The test consists of three mandatory components:

Pre-Trip Inspection

Demonstrate your ability to inspect:

  • Engine compartment components
  • Cab safety items
  • Lights and reflectors
  • Steering and suspension
  • Brakes and wheels
  • Coupling systems (Class A)

Basic Vehicle Control

Low-speed maneuvers including:

  • Straight line backing
  • Offset backing
  • Parallel parking
  • Alley docking

On-Road Driving

Real-world driving evaluation covering:

  • Starting and stopping
  • Turning and lane changes
  • Intersections and railroad crossings
  • Highway driving
  • Backing and parking

Important: You must provide your own test vehicle that matches the class and type of CDL you're seeking. Testing in a vehicle with automatic transmission or no air brakes will result in restrictions on your license.

Medical Requirements

All CDL applicants must meet federal Department of Transportation (DOT) medical standards:

DOT Physical Examination

  • Must be conducted by a certified medical examiner listed on the FMCSA National Registry
  • Covers vision, hearing, blood pressure, cardiovascular health, and other medical conditions
  • Results in a Medical Examiner's Certificate (MEC) valid for up to 2 years

Medical Certification Requirements

  • Submit medical certificate to NY DMV
  • Maintain current medical certification throughout license validity
  • Self-certify your type of commercial driving (interstate/intrastate, excepted/non-excepted)

Failure to maintain current medical certification can result in CDL downgrade or suspension.

Entry-Level Driver Training (ELDT)

Federal ELDT requirements apply to New York CDL applicants for:

  • First-time Class A or Class B CDL
  • Upgrading from Class B to Class A
  • First-time Passenger (P), School Bus (S), or Hazardous Materials (H) endorsements

ELDT Requirements

  • Must complete training from an FMCSA-registered training provider
  • Training must be completed before taking skills tests or HazMat knowledge test

Many New York schools offer ELDT-compliant programs, including BOCES centers and private truck driving schools.
